ZASADY ETYCZNE OBOWIĄZUJĄCE WYDAWCĘ

Wydawca wspomaga działania redaktora naczelnego i komitetu redakcyjnego czasopisma, zapewniając wsparcie techniczne i prawne. Jest odpowiedzialny za przestrzeganie dobrych praktyk redakcyjnych i zasad etyki wydawniczej, a także kontroluje regularnie ich przestrzeganie przez redaktora naczelnego i komitet redakcyjny.

 

ZASADY ETYCZNE OBOWIĄZUJĄCE REDAKCJĘ

  1. Redaktor naczelny jest odpowiedzialny za przestrzeganie dobrych praktyk redakcyjnych i zasad etyki wydawniczej.
  2. Decyzję o przyjęciu lub odrzuceniu danego tekstu podejmowana jest przez redaktora naczelnego na podstawie recenzji co najmniej dwóch recenzentów zewnętrznych (w czasopiśmie „Białorutenistyka Białostocka” stosowana jest procedura double-blind peer review) i opinii redaktorów tematycznych, redaktorów językowych. Redaktor może także konsultować się z członkami rady naukowej. Na ostateczną decyzję wpływa zgodność z profilem czasopisma. Nie ma na nią wpływu afiliacja autora artykułu, jego pochodzenie, narodowość, poglądy polityczne, płeć, przynależność etniczna, wyznanie itp.
  3. Do obowiązków redaktora naczelnego należy kierowanie procesem zarządzania nadesłanymi materiałami (odpowiada za terminowość procesu recenzji, kwalifikacji do druku i publikacji), dba o brak konfliktu interesów między recenzentami i autorami, odpowiada za przestrzeganie polityki czasopisma dotyczącej praw autorskich i plagiatów. Zobowiązany jest do zbadania wszelkich nieetycznych działań wydawniczych, nawet jeżeli zostaną one ujawnione po publikacji materiału.
  4. Wszelkie przypadki naruszenia obowiązujących w czasopiśmie zasad etycznych stanowią przesłankę do odrzucenia artykułu. Redakcja ma obowiązek stosowania się do aktualnego stanu prawnego w zakresie zniesławienia, naruszenia praw autorskich i plagiatu.
  5. W przypadku uzyskania przez redakcję informacji o naruszeniach przez autora artykułu obowiązujących standardów etycznych podejmowane są działania, mające na celu sprawdzenie zasadności zarzutów.
  6. Artykuły odrzucone przez redakcję (także ich fragmenty) nie mogą być wykorzystane w badaniach własnych przez członków redakcji i recenzentów, bez pisemnej zgody autora.

 

ZASADY ETYCZNE OBOWIĄZUJĄCE RECENZENTÓW

  1. Recenzenci pomagają redaktorowi naczelnemu w podejmowaniu decyzji redakcyjnych i poprzez jej komunikację z autorami pomagają im poprawić jakość artykułów.
  2. Przed wyrażeniem zgody na recenzowanie, recenzenci powinni wskazać na potencjalny konflikt interesów.
  3. Recenzje powinny być sporządzone w sposób obiektywny i bezstronny, a uwagi sformułowane z jasnym uzasadnieniem tak, by autorzy mogli je wykorzystać dla poprawy jakości swoich artykułów. Recenzenci powinni uzasadnić swoją ocenę pracy, niedopuszczalna jest osobista krytyka autora/autorów nadesłanego materiału.
  4. Recenzent wyraża zgodę na przygotowanie recenzji, jeżeli uzna, że temat i problematyka artykułu są zgodne z jego kompetencjami i zainteresowaniami badawczymi, co pozwoli na przygotowanie rzetelnej i merytorycznej oceny nadesłanego artykułu. Jeżeli recenzenci nie posiadają kwalifikacji do sporządzenia opinii o danym tekście, powinni poinformować o tym redaktora naczelnego i odmówić recenzowania pracy.
  5. Obowiązkiem recenzentów jest poinformowanie redaktora naczelnego o wystąpieniu w recenzowanych pracach przypadków plagiatu i innych wykroczeń badawczych, a także o podejrzeniu wystąpienia potencjalnego konfliktu interesów z autorem/autorami recenzowanych prac, wynikającego ze współpracy lub jakichkolwiek innych wzajemnych relacji z autorem/autorami.
  6. Recenzent nie ma prawa wykorzystywać recenzowanych artykułów lub ich fragmentów do własnych celów bez pisemnej zgody autora.

 

ZASADY ETYCZNE OBOWIĄZUJĄCE AUTORÓW

  1. Autorzy ponoszą pełną odpowiedzialność w związku z oryginalnością, nienaruszaniem praw osób trzecich odnośnie nadsyłanych prac. Jeśli w tekście wykorzystane zostały fragmenty lub stwierdzenia innych autorów, należy odnotować to właściwym przypisem lub cytatem. Autorzy nie mogą składać do publikacji materiałów, które wcześniej zostały opublikowane w takiej samej postaci. Jeśli artykuł jest zmodyfikowaną wersją wcześniejszej publikacji to podczas składania tekstu autor zobowiązany jest do podania tego faktu.
  2. Autorami tekstów powinny być osoby, które wniosły znaczący wkład w koncepcję i realizację badań oraz interpretację ich wyników. Wszyscy autorzy danego artykułu muszą zostać wskazani i muszą zaakceptować ostateczną jego wersję. Redakcja wymaga od autorów publikacji ujawnienia wkładu poszczególnych autorów w powstanie publikacji (z podaniem ich afiliacji oraz kontrybucji, tj. informacji, kto jest autorem koncepcji, założeń, metod, protokołu itp. wykorzystywanych przy przygotowaniu publikacji). Odpowiedni druk deklaracji autorzy wypełniają przed oddaniem tekstu do wydawnictwa.
  3. Obowiązkiem autora jest ujawnienie źródeł finansowania badań, wkładu instytucji naukowo-badawczych, stowarzyszeń i innych podmiotów oraz wszelkich konfliktów interesów, które mogą wpłynąć na ich wyniki lub interpretację.
  4.  Autor ma obowiązek niezwłocznego powiadomienia redakcji o odkryciu błędu lub nieścisłości w złożonym tekście.
  5. Autor oświadcza, że posiada nieograniczone prawa autorskie do tekstu, który publikuje w czasopiśmie, i udziela wydawnictwu licencji niewyłącznej i nieodpłatnej na korzystanie z autorskich praw majątkowych do danego utworu na zasadach określonych w umowie.
  6. Czasopismo nie akceptuje plagiatów ani innych rodzajów nadużyć i nierzetelności autorskiej (m.in. „ghostwriting”, „guest authorship”). Wszelkie wykorzystanie fragmentów innych prac lub stwierdzeń innych autorów musi być odnotowane w tekście właściwym przypisem lub cytatem i uwzględnione w bibliografii. W przypadku odkrycia przez autora/autorów nierzetelnych danych w nadesłanym przez siebie tekście, powinni oni niezwłocznie zgłosić ten fakt redaktorowi naczelnemu, który rozpocznie procedurę wycofania tekstu z procesu wydawniczego.
  7. Autorstwo sztucznej inteligencji (SI)

Przy zgłaszaniu artykułu czasopismo wymaga od Autora/Autorów ujawnienia informacji o wykorzystaniu technologii sztucznej inteligencji (SI) wspomagających tworzenie treści, takich jak duże modele językowe (LLM), chatboty czy generatory obrazów. Autorzy, którzy korzystali z takich narzędzi, są zobowiązani do wskazania zakresu i sposobu ich wykorzystania w liście przewodnim lub w treści zgłoszonego artykułu. Informację o użyciu SI do wsparcia procesu przygotowania tekstu należy również zamieścić w sekcji „Podziękowania”.

Autorzy powinni podać nazwę wykorzystanego narzędzia SI oraz wyjaśnić cel i sposób jego zastosowania podczas przygotowywania artykułu. Narzędzia SI mogą być wykorzystywane wyłącznie do wsparcia prac redakcyjnych i technicznych, takich jak korekta językowa czy przygotowanie bibliografii. Nie mogą natomiast służyć do tworzenia merytorycznej treści artykułu.

Procedura antyplagiatowa:

  1. Autorzy nadsyłają oryginalne teksty, zgodne z wytycznymi, w których wymienieni muszą być wszyscy autorzy. Teksty powinny też zawierać informacje o osobach lub podmiotach, które przyczyniły się do powstania nadesłanej przez autora/autorów publikacji.
  2. Autorzy zobowiązani są do ujawnienia wszelkich finansowych lub osobistych związków z osobami lub organizacjami, które w sposób niewłaściwy mogłyby wpłynąć na ich pracę. Wszelkie źródła finansowania lub udział instytucji naukowo-badawczych muszą zostać przez autorów wymienione.
  3. Artykuły muszą zawierać odpowiednio sformułowane podziękowanie i potwierdzenie wkładu osób trzecich. Autorzy zobowiązani są do wymienienia wszelkich publikacji, osób lub ustaleń prawnych, które wpłynęły na charakter i wyniki ich prac.
  1. Wszystkie artykuły naukowe przed publikacją poddawane są procedurze sprawdzającej przy pomocy serwisu iThenticate Similarity Check (Crossref). Przypadki podejrzenia lub wykrycia plagiatu zobowiązani są także zgłaszać redaktorowi naczelnemu członkowie komitetu redakcyjnego i recenzenci poszczególnych prac. Wszystkie przypadki podejrzenia o plagiat są dokładnie analizowane przez redaktora naczelnego i komitet redakcyjny.
  2. W przypadku podejrzenia o wszelkiego rodzaju nieuczciwości naukowe autorzy mają możliwość ustosunkowania się do wszelkich zarzutów i ich rozsądnego wyjaśnienia.
  3. Postępowanie w przypadku stwierdzenia przewinień, takich jak plagiat, ghostwriting, guest authorship redakcja postępuje zgodne z instrukcjami Committee on Publication Ethics (COPE). Praca jest odrzucana, może zostać podjęta decyzja o skontaktowaniu się z wydawcą skopiowanej pracy i instytucją, którą reprezentuje autor.
  4. Redaktor naczelny i komitet redakcyjny zobowiązani są do rozpatrzenia wszelkich przypadków łamania zasad etycznych obowiązujących w nauce i naruszania zasad rzetelności naukowej, nawet jeśli do ich ujawnienia dojdzie wiele lat od daty publikacji. Informacje o łamaniu ww. zasad etycznych i o naruszaniu zasad rzetelności naukowej archiwizowane są przez redaktora naczelnego czasopisma.

„Białorutenistyka Białostocka” dokłada wszelkich starań, aby publikowane artykuły spełniały najwyższe standardy rzetelności naukowej i etyki publikacyjnej. W przypadku stwierdzenia błędów, nieprawidłowości lub naruszeń zasad etyki Redakcja postępuje zgodnie z wytycznymi Committee on Publication Ethics (COPE), podejmując działania adekwatne do charakteru i wagi stwierdzonych nieprawidłowości.

Korekty (Corrections)

Jeżeli po opublikowaniu artykułu zostaną stwierdzone błędy, które nie wpływają na wiarygodność badań, ich interpretację ani zasadnicze wnioski przedstawione w publikacji, Redakcja może opublikować korektę (erratum lub corrigendum).

Korekta jest publikowana niezwłocznie po potwierdzeniu zasadności zgłoszenia i zostaje trwale powiązana z wersją elektroniczną artykułu, zapewniając czytelnikom dostęp zarówno do pierwotnej publikacji, jak i informacji o dokonanych zmianach.

Ostrzeżenie redakcyjne (Expression of Concern)

Jeżeli istnieją uzasadnione przesłanki wskazujące na możliwość wystąpienia poważnych naruszeń etyki publikacyjnej lub nierzetelności naukowej, a postępowanie wyjaśniające pozostaje w toku albo dostępne informacje nie pozwalają jeszcze na wydanie ostatecznej decyzji, Redakcja może opublikować ostrzeżenie redakcyjne (Expression of Concern).

Ostrzeżenie pozostaje trwale powiązane z publikacją do czasu zakończenia postępowania wyjaśniającego. Po jego zakończeniu Redakcja podejmuje decyzję o pozostawieniu publikacji bez zmian, opublikowaniu korekty lub wycofaniu artykułu.

Wycofanie publikacji (Retraction)

Decyzja o wycofaniu publikacji może zostać podjęta w szczególności w przypadku:

  • stwierdzenia plagiatu lub autoplagiatu,
  • fabrykowania lub fałszowania danych badawczych,
  • poważnych błędów metodologicznych uniemożliwiających uznanie wyników za wiarygodne,
  • nieuprawnionego autorstwa (ghostwriting, guest authorship),
  • naruszenia praw autorskich,
  • nieetycznego prowadzenia badań,
  • innych poważnych naruszeń zasad etyki publikacyjnej.

Decyzję o wycofaniu publikacji podejmuje Redaktor Naczelny po przeprowadzeniu postępowania wyjaśniającego z uwzględnieniem stanowiska autora lub autorów, a w razie potrzeby – opinii niezależnych ekspertów lub właściwej instytucji naukowej .

Wycofany artykuł pozostaje dostępny w archiwum czasopisma w celu zachowania integralności naukowego zapisu publikacyjnego, jednak zostaje jednoznacznie oznaczony jako „Retracted” lub „Wycofany”. Informacja o wycofaniu zawiera uzasadnienie decyzji oraz datę jej podjęcia.

Zgłaszanie błędów

Autorzy, recenzenci oraz czytelnicy są zachęcani do niezwłocznego zgłaszania Redakcji wszelkich podejrzeń dotyczących błędów, nierzetelności naukowej lub naruszeń zasad etyki publikacyjnej. Każde zgłoszenie jest rozpatrywane z zachowaniem zasad poufności, bezstronności oraz zgodnie z procedurami określonymi przez Committee on Publication Ethics (COPE).

POLITYKA PRZECIWDZIAŁANIA NADUŻYCIOM WYDAWNICZYM

„Białorutenistyka Białostocka” przestrzega zasad etyki publikacyjnej zgodnych z wytycznymi Committee on Publication Ethics (COPE) i nie akceptuje żadnych przejawów nierzetelności naukowej ani nadużyć wydawniczych.

Za nadużycia wydawnicze uznaje się w szczególności:

Plagiat

Przywłaszczenie cudzych wyników badań, tekstów, koncepcji, danych lub innych elementów dorobku naukowego bez właściwego wskazania ich autorstwa i źródła.

Autoplagiat

Ponowną publikację całości lub części własnych, wcześniej opublikowanych treści bez ich odpowiedniego oznaczenia lub bez poinformowania Redakcji o wcześniejszej publikacji.

Ghostwriting

Nieujawnienie jako autora lub współautora osoby, która wniosła istotny wkład merytoryczny w przygotowanie publikacji.

Guest Authorship (Honorary Authorship)

Przypisanie autorstwa osobie, która nie wniosła znaczącego wkładu w powstanie publikacji.

Fabrykowanie i fałszowanie danych

Tworzenie nieistniejących danych badawczych, manipulowanie wynikami badań, ich selektywne przedstawianie lub świadome prezentowanie informacji niezgodnych ze stanem faktycznym.

Manipulacja cytowaniami

Celowe i nieuzasadnione zwiększanie liczby cytowań własnych lub cudzych publikacji w celu sztucznego podniesienia wskaźników bibliometrycznych.

Nieujawniony konflikt interesów

Nieujawnienie powiązań finansowych, zawodowych, instytucjonalnych lub osobistych które mogą wpływać lub sprawiać wrażenie wpływu na obiektywizm badań, procesu recenzji lub procesu publikacyjnego.

Manipulowanie procesem recenzji

Podejmowanie działań mających na celu naruszenie niezależności, bezstronności lub prawidłowego przebiegu procesu recenzyjnego.

Procedura postępowania

W przypadku otrzymania zgłoszenia dotyczącego podejrzenia nadużycia wydawniczego Redakcja:

  1. przeprowadza wstępną ocenę zgłoszenia;
  2. kontaktuje się z autorem lub autorami publikacji w celu uzyskania wyjaśnień;
  3. w razie potrzeby zwraca się o przedstawienie dodatkowych informacji lub dokumentacji;
  4. może zasięgać opinii niezależnych ekspertów lub skontaktować się z instytucją afiliującą autora;
  5. podejmuje decyzję zgodnie z wytycznymi COPE.

Działania podejmowane przez Redakcję

W zależności od charakteru i stopnia naruszenia zasad etyki publikacyjnej Redakcja może:

  • odmówić publikacji artykułu,
  • zażądać wprowadzenia stosownych korekt lub uzupełnień,
  • opublikować notę redakcyjną (Editorial Expression of Concern),
  • wycofać opublikowany artykuł (retraction),
  • poinformować o stwierdzonym naruszeniu instytucję afiliującą autora lub instytucję finansującą badania,
  • odmówić przyjmowania kolejnych zgłoszeń od autora przez określony czas.

Redakcja zobowiązuje się do prowadzenia wszystkich postępowań w sposób bezstronny, poufny oraz zgodny z zasadami sprawiedliwości proceduralnej.

The editorial team of the Bialystok Bialoruthenics considers it one of its top priorities to maintain the highest ethical standards applicable to publishing practice. Integrity of the published content is of paramount importance and must be ensured in the reviewing, editing and publishing process. The ethical principles applied by the publisher, the editor-in-chief, the editorial committee, the reviewers and the authors of the yearbook "Białorutenistyka Białostocka" are in full compliance with the guidelines provided by COPE (Committee on Publication Ethics) and align with the content of the Code of Ethics for Scientific Employees.

 

Ethical Guidelines for the Publisher

The Publisher supports the activities of the Editor-in-chief and Editorial Board by providing technical and legal support. The Publisher is responsible for adherence to good editorial practices and publishing ethics, and regularly inspects the Editor-in-chief and the Editorial Board's adherence to them.

Ethical Guidelines for the Editors

  1. The Editor-in-chief is responsible for adherence to good editorial practices and publishing ethics.
  1. The Editor-in-chief makes the final decision regarding the acceptance for publication or rejection of the submitted materials, consulting the Editorial Board, inhouse editors and at least two external reviewers (the double-blind peer review procedure is used in the journal "Białorutenistyka Białostocka"). The Editor-in-chief may also consult members of the Scientific Board. The decision its compliance with the profile of the journal. The decision does not depend on the author’s affiliation, ethnic background, religious beliefs, etc.
  2. The duties of the Editor-in-chief include directing the process of managing the submitted materials (the Editor-in-chief is responsible for the timeliness of the review process, qualification for printing and publication) and ensuring that there is no conflict of interest between the reviewers and the authors. The Editor-in-chief  is responsible for adhering the journal's policy on copyright and plagiarism.The Editor-in-chief  is obliged to investigate any unethical publishing activities, even if they are discovered after the material is published.
  3. Any violation of the journal's ethical rules is grounds for rejection of the article. The editors are obliged to comply with the current state of the law regarding defamation, copyright infringement and plagiarism.
  4. If the editorial board receives information about violations of the applicable ethical standards by the author of the article, action is taken to verify the validity of the allegations.
  5. Articles rejected by the editorial board (including their excerpts) may not be used in the author's own research by members of the editorial board and reviewers, without the written consent of the author.

Ethical Guidelines for the Reviewers

  1. Reviewers support the Editor-in-chief in the process of qualifying papers submitted to the journal and through its communication with authors help them improve the quality of articles.
  2. Before agreeing to review, reviewers should indicate potential conflicts of interest.
  3. Reviews should be done objectively and impartially, and comments should be made with clear justification so that authors can use them to improve the quality of their articles. Reviewers should justify their assessment of the work, personal criticism of the author(s) of the submitted material is not allowed.
  4. The reviewer agrees to prepare a review if he considers that the topic and issues of the article are consistent with his competences and research interests, which will allow to prepare a reliable and substantive assessment of the submitted article. If reviewers are not qualified to make an opinion on a given text, they should inform the editor-in-chief and refuse to review the work.
  5. It is the reviewers' duty to inform the editor-in-chief of the occurrence of plagiarism and other research misconduct in the reviewed papers, as well as the suspicion of a potential conflict of interest with the author(s) of the reviewed papers, arising from collaboration or any other mutual relationship with the author(s).
  6. The reviewer has no right to use the reviewed articles or their excerpts for his/her own purposes without the written consent of the author.

 Ethical Guidelines for the Authors

  1. Authors bear full responsibility in connection with originality, non-infringement of third-party rights regarding submitted works. If excerpts or statements of other authors are used in the text, it should be noted with a proper footnote or citation. Authors may not submit for publication material that has been previously published in the same form. If the article is a modified version of an earlier publication then when submitting the text the author is obliged to state this fact.
  2. Authors of texts should be persons who have made a significant contribution to the conception and implementation of the research and interpretation of its results. All authors of an article must be identified and must approve the final version of the article. The editors require the authors of the publication to disclose the contribution of individual authors to the publication (with their affiliations and contributions, i.e., information on who authored the concept, assumptions, methods, protocol, etc. used in the preparation of the publication). The corresponding printout of the declaration is completed by the authors before submitting the text to the publisher.
  3. The author is obliged to reveal the sources that have been used for financing the research, contribution and support of academic institutions, associations, and other organizations, or possible conflicts of interests that could have had an impact on the research results.
  4. The author is obliged to immediately inform the Editorial Board about mistakes or inaccuracies that have been found in the submitted text.
  5. The author holds unlimited copyrights to the text that is published in the journal, and gives the Editors a non-exclusive and unpaid license to benefit from the author’s property rights to the text on conditions stipulated in a formal agreement.
  6. The journal does not accept plagiarism or other types of author abuse and dishonesty (including but not limited to "ghostwriting", "guest authorship"). Any use of excerpts from other works or statements by other authors must be noted in the text with an appropriate footnote or citation and included in the bibliography. If the author(s) discovers unreliable data in their submitted text, they should immediately report this fact to the editor-in-chief, who will initiate the procedure for withdrawal of the text from the publishing process.
  1. Use of Artificial Intelligence (AI) Technologies

When submitting a manuscript, the Authors are required to disclose any use of artificial intelligence (AI) technologies that supported the creation of the content, including but not limited to large language models (LLMs), chatbots, and image generators. Authors who have used such technologies must specify the extent and nature of their use either in the cover letter or within the submitted manuscript itself. Information regarding the use of AI in supporting the preparation of the manuscript should also be included in the “Acknowledgements” section.

Authors should identify the AI tool(s) used and provide a clear explanation of the purpose and manner of their use in the process of preparing the manuscript. AI technologies may be employed solely to support editorial and technical tasks, such as language editing and formatting bibliography entries. They must not be used to generate the substantive scholarly content of the article.

The journal follows the definitions of inappropriate authorship established by the Council of Science Editors.

Research Integrity and Publication Ethics Policy:

  1. Authors must submit original manuscripts prepared in accordance with the journal’s guidelines. All individuals who have contributed to the work must be listed as authors. Manuscripts should also include information about persons or entities that have contributed to the creation of the submitted publication.
  2. Authors are required to disclose any financial or personal relationships with individuals or organizations that could exert improper influence on their work. All sources of funding and any involvement of research or academic institutions must be acknowledged by the authors.
  3. Articles must include appropriately formulated acknowledgements and confirmation of contributions made by third parties. Authors are required to acknowledge all publications, individuals, and legal agreements that have influenced the nature and the outcome of their research.
  4. All scholarly articles are subject to a pre-publication screening procedure using the iThenticate Similarity Check service (Crossref). Members of the editorial board and reviewers are also required to report any suspected or detected cases of plagiarism to the Editor-in-Chief. All allegations of plagiarism are carefully investigated by the Editor-in-Chief and the editorial board.
  5. In cases where any form of research misconduct is suspected, authors are given the opportunity to respond to the allegations and provide a reasonable explanation.
  6. In cases of confirmed misconduct, including plagiarism, ghostwriting or guest authorship, the editorial board follows the procedures and guidelines established by the Committee on Publication Ethics (COPE). The manuscript is rejected and the editorial board may decide to contact the publisher of the plagiarized work and the institution represented by the author.
  7. The Editor-in-Chief and the editorial board are responsible for investigating all cases of violations of academic ethical standards and principles of research integrity, even if such violations are discovered many years after publication. Information concerning violations of the above ethical standards and research integrity is archived by the Editor-in-Chief of the journal.

Białorutenistyka Białostocka is committed to ensuring that all published articles meet the highest standards of research integrity and publication ethics. In cases where errors, irregularities, or breaches of ethical standards are identified, the editorial office follows the guidelines of the Committee on Publication Ethics (COPE) and takes actions appropriate to the nature and severity of the identified issues.

Corrections

If errors are identified after the publication of an article, but they do not affect the reliability of the research, its interpretation, or the main conclusions presented in the publication, the editorial office may publish a correction (erratum or corrigendum).

Corrections are published promptly after the validity of the request has been confirmed and are permanently linked to the electronic version of the article, ensuring that readers have access both to the original publication and to information about the changes introduced.

Editorial Expression of Concern

If there are reasonable grounds to suspect serious breaches of publication ethics or research integrity and either an investigation is still ongoing or the available evidence does not yet allow for a final decision, the editorial board may publish an Expression of Concern.

An Expression of Concern remains permanently linked to the publication until the completion of the investigation. Once the investigation has concluded, the editorial board decides whether the article should remain unchanged, whether a correction should be issued or whether the article should be retracted.

Retraction

A publication may be retracted, in particular, in cases involving:

  • plagiarism or self-plagiarism
  • fabrication or falsification of research data
  • serious methodological errors that undermine the reliability of the outcomes
  • inappropriate authorship (including ghost authorship and guest authorship)
  • infringement of copyright;
  • unethical conduct of research
  • other serious violations of publication ethics

 

The decision to retract a publication is made by the Editor-in-Chief following an investigation, taking into account the stance of the author(s) and, where necessary, the opinions of independent experts or relevant research institutions.

A retracted article remains available in the journal’s archive in order to preserve the integrity of the scholarly record; however, it is clearly marked as “Retracted.” The retraction notice includes the reasons for the decision and the date on which the decision was made.

Reporting Errors

Authors, reviewers, and readers are encouraged to promptly report to the editorial board any concerns regarding errors, research misconduct or violations of publication ethics. All reports are handled in accordance with the principles of confidentiality, impartiality, and the procedures established by the Committee on Publication Ethics (COPE).

POLICY ON PREVENTING PUBLICATION MISCONDUCT

Białorutenistyka Białostocka adheres to the principles of publication ethics in accordance with the guidelines of the Committee on Publication Ethics (COPE) and does not accept any forms of research misconduct or publication malpractice.

Publication malpractice includes, in particular:

Plagiarism

The appropriation of research findings, texts, concepts, data or other elements of scholarly work of other parties without appropriate acknowledgement of authorship and sources.

Self-Plagiarism

The re-publication of all or part of one’s own previously published work without proper acknowledgement or without informing the editorial board about the earlier publication.

Ghostwriting

Failure to acknowledge as an author or co-author a person who has made a substantial intellectual contribution to the preparation of the publication.

Guest Authorship (Honorary Authorship)

Assigning authorship to a person who has not made a significant contribution to the creation of the publication.

Fabrication and Falsification of Data

The creation of nonexistent research data, manipulation of research outcomes, selective presentation of findings, or deliberate reporting of information inconsistent with the actual state of affairs.

Citation Manipulation

The deliberate and unjustified increase of the number of citations of one’s own or others’ publications in order to artificially improve bibliometric indicators.

Undisclosed Conflict of Interest

Failure to disclose financial, professional, institutional or personal relationships that may influence, or appear to influence, the objectivity of research, the peer review process or editorial decisions.

Manipulation of the Peer Review Process

Actions intended to compromise the independence, impartiality or proper conduct of the peer review process.

Procedures for Handling Allegations of Publication Misconduct

Upon receiving a report concerning suspected publication misconduct, the editorial board:

  1. conducts an initial assessment of the allegation
  2. contacts the author(s) of the publication in order to obtain an explanation
  3. requests additional information or documentation, if necessary
  4. may seek the opinion of independent experts or contact the institution with which the author is affiliated
  5. makes a decision in accordance with COPE guidelines

Actions Taken by the Editorial Board

Depending on the nature and severity of the violation of publication ethics, the editorial board may:

  • reject the manuscript
  • request appropriate corrections or additions
  • publish an Editorial Expression of Concern
  • retract a published article
  • inform the author’s affiliated institution or the institution funding the research about the identified misconduct
  • decline to consider further submissions from the author for a specified period of time

 

The editorial board undertakes to conduct all investigations in an impartial and confidential manner and in accordance with the principles of procedural fairness.
